Constructive dialogue at the ministry of Finance on cross-border taxation

On Thursday 22 May, ALEBA met the Director of Taxation, Carlo Fassbinder, to discuss the taxation of cross-border commuters. He and his team took the time to listen to ALEBA's demands on various subjects, including cross-border teleworking, offshoring and the taxation of French, German and Belgian cross-border commuters:
- Cross-border teleworking: plea for bilateral agreements allowing at least one day of teleworking per week without tax impact, for cross-border workers in France, Belgium and Germany.
- Standby duty: the need for fairer treatment of standby duty days, particularly for Belgian cross-border commuters.
- Cloud and taxation: we have stressed the importance of preserving Luxembourg's attractiveness in the face of the risks of IT infrastructures being relocated outside Europe, which have a direct impact on tax revenues and digital sovereignty.
- Access to housing: the increasing difficulty of finding accommodation is a real barrier to attracting and retaining talent.
- Work transformation & AI: an open discussion on the effects of artificial intelligence on jobs, skills and the conditions for supporting change in a context of accelerated change.
- Cross-border cooperation: the opening of negotiations on bilateral agreements with our border countries seems not only coherent, but also strategic. It strengthens the shared attractiveness of Luxembourg and its neighbours, while providing a strong European alternative to the risks of relocation outside the EU.
This meeting reinforces our conviction that high-quality social dialogue, rooted in reality, is essential if we are to combine attractiveness, fairness and sustainability in Luxembourg.
